Summary of Specifications:
Taylor’s goal is to secure the services of a firm specializing in municipal water system cross-connection control programs and for such firm to conduct the City’s cross-connection control program with a start date of fall, 2016. The following describes the duties, responsibilities and expectations of a firm serving the City of Taylor:
1. Perform compliance inspections and re-inspections at individual industrial, commercial, and institutional facilities along with other municipal water users for cross-connections. The contractor is responsible for providing any and all material and equipment necessary to implement the cross-connection control program.
2. Generate and document program data including the preparation of corrective action notices and violation letters.
3. Submit management reports to the City on a quarterly basis.
4. Prepare the annual Michigan Department of Natural Resources and Environment’s Cross Connection Report.
5. Provide on-going support via telephone, facsimile, internet/e-mail.
6. Advise the City on future program modifications and changes as may be required by regulating agencies. Accompanying this RFP is a brief summary of the City’s water system and customer base.
1. SYSTEM DESCRIPTION The City of Taylor purchases water from the Great Lake Water Authority and delivers the water to customers through the City’s distribution system.
2. CUSTOMERS The City of Taylor has approximately 1,100 Industrial/Commercial customers; 100 of which are high hazard accounts. Additionally, new customers may be added to the system. These new customers are to be included in the cross connection control program incidental to the annual bid price submitted by the contractor.
