The City of Taylor, Michigan is seeking proposals for water system non-residential cross-connection control services. The City of Taylor currently has approximately 1390 industrial, commercial, institutional and governmental accounts to be inspected. The number of High Hazard accounts is approximately 26 and Low Hazard accounts of 564. The work contemplated under this Request for Proposals will include the implementation of a municipal cross-connection control program in accordance with Part 14 of Act 399 and the Rules promulgated pursuant to the Act. All residential accounts are inspected by the City of Taylor Water Department.
SCOPE OF SERVICES
Taylor’s goal is to secure the services of a firm specializing in municipal water system cross-connection control programs and for such firm to conduct the City’s cross-connection control program with a start date of fall, 2021. The following describes the duties, responsibilities and expectations of a firm serving the City of Taylor:
1. Perform compliance inspections and re-inspections at individual industrial, commercial, and institutional facilities along with other municipal water users for cross-connections. The contractor is responsible for providing any and all material and equipment necessary to implement the cross-connection control program.
2. Generate and document program data including the preparation of corrective action notices and violation letters.
3. Submit management reports to the City on a quarterly basis.
4. Prepare the annual Michigan Department of Natural Resources and Environment’s
Cross Connection Report.
5. Provide on-going support via telephone, facsimile, internet/e-mail.
6. Advise the City on future program modifications and changes as may be required by regulating agencies. Accompanying this RFP is a brief summary of the City’s water system and customer base.
