Affirmative Action Ordinance: Prospective bidders shall satisfactory complete the enclosed Affirmative Action Ordinance Forms and Submit them with the bid submittal. Wage Rates: All wages must comply with the prevailing wages for this locality in accordance with the Davis-Bacon Act (Title 40,USC 276A-5). Prevailing wages contained in the wage determination of the Secretary of Labor shall govern. Living Wage Ordinance: Effective June 24, 1999, the City of Ypsilanti (under local ordinance 892) requires that persons receiving financial benefit from the City of Ypsilanti pay their employees a living wage. Financial benefit shall mean (1) any contract to primarily furnish services in the amount of $20,000, or more, in any 12 month period, or (2) the receipt of grant money, financial assistance, or tax abatement in the amount of $20,000, or more, in any 12 month period. Financial benefit does not include maintenance services purchased at the time of the purchase of equipment. There are compliance mechanisms included in the ordinance, as well as exemptions for certain persons. A complete copy of the ordinance is available upon request.
