The City of Grand Rapids is issuing this Request for Proposal (RFP) for professional consulting services for assisting City administrators and staff with consultation regarding the overall operation of its health insurance plan and other related employee benefit programs. The signed and completed submitted response, as well as any required RFP documents, will form the basis of any contract document for the awarded vendor.

Background
The City of Grand Rapids is a full-service city whose form of government is the Commission-Manager plan of government. The City employs approximately 1550 full-time active employees and sponsors a self-insured health plan through the use of third-party administrators (TPAs) and separate pharmacy benefits manager (PBM). Full time employees are eligible for coverage under the City’s health plan (medical, dental, vision, and Rx). Full time employees are also eligible to participate in other voluntary Section 125 pre-tax benefit programs as well as after-tax programs. In addition to existing City retirees, roughly 1/3rd of current active employees are eligible to continue onto the City’s Pre-65 Retiree health plan, also self-insured and administered by same TPA and PBM. This Pre-65 plan has various benefit levels and various premium sharing amounts based on the retiree’s retirement date. The City also sponsors a Post-65 Medicare Supplemental health plan.
Administration of the health plans (Active, Pre-65, and Post-65) each with its own summary plan document has become increasingly complex, especially with volatile legislative conditions and changes. Excellent consulting services, such as those contained within this RFP, are even more critical for the employer to ensure that its programs are continuously in alignment and compliant.
