The proposed project consists of the installation of full lead water service line replacements. The scope of this project is to install a new one (1) inch service line from the water main to a minimum of 18 inches inside the building or to the meter per EGLE lead and copper rule. The project will be awarded through three (3) contracts, one contractor may be selected for multiple contracts. The work consists of the following contracts:
Contract 1 – Installation of 186 Full Lead Service Line Replacement along 7 road locations over a 3- year period.
Contract 2 – Installation of 220 Full Lead Service Line Replacement along 5 road locations over a 3- year period.
Contract 3 – Installation of 195 Full Lead Service Line Replacement along 5 road locations over a 3- year period.
Each contract will be bid with an Alternate A and Alternate B.
Alternate A will include the full replacement of the lead service line with COPPER pipe via directional drill, including all pavement removals, bore pits, building bores, service line installations, connections, pavement replacement, and all restoration required to complete the project.
Alternate B will include the full replacement of the lead service line with HDPE pipe via directional drill, including all pavement removals, bore pits, building bores, service line installations, connections, pavement replacement, and all restoration required to complete the project.
The anticipated start date for each contract, weather permitting for the 2022 season is July 1, 2022, and fully completed by November 15, 2022. The anticipated start date, weather permitting for the 2023 season is April 2023 and fully completed by September 15, 2023. The anticipated start date, weather permitting for the 2024 season is April 2024 and fully completed by September 15, 2024.

Bidders must deposit, with their bid, surety in the form of a certified check, bank draft, or bid bond, in the sum of five percent (5%) of the amount of the proposal. The OWNER reserves the right to waive any information or to reject any and/or all bids. Bidders may not withdraw their bid within 90 days after the date of the bid opened.
