Commodity/Service Being Requested: Aviation Fuel Supplier for the Livingston County Spencer J. Hardy Airport

Airport Background: The Livingston County Spencer J. Hardy Airport is home to approximately 180 aircraft; mostly single engine, as well as several turbo props and four (4) jets. For the past several years, the County has been adding both based aircraft and transient customers to its clientele. As a result, the County’s Jet-A fuel sales have increased for the past several years while Avgas fuel sales have remained mostly flat. In addition, the County Airport has a very active flight school on the field. The County currently owns three (3) fuel trucks, both a 3,000-gallon and a 2,200-gallon Jet-A and a 1,200-gallon Avgas truck. The Avgas truck is nearing the end of its useable life; however, it is serviceable.

Type of Solicitation: Request for Proposal - Livingston County Purchasing is requesting sealed proposals for a supplier of aviation fuel for purchase and resale at the Livingston County J. Spencer Hardy Airport. The Livingston County Airport Fuel Farm consists of two (2) above ground fuel tanks; a fifteen thousand (15,000) gallon Jet A and a fifteen thousand (15,000) gallon 100LL. This RFP is for the purchase of Aviation Turbine Fuel – Jet A and Aviation Gasoline, 100 Octane, Low Lead (Avgas 100LL) or future replacement.

Type of Resulting Contract: Indefinite Delivery Indefinite Quantity (IDIQ) Contract

Resulting Contract Term: Three (3) year base contract with two (2) one-year renewal options, at the discretion of the county based on annual performance reviews. For a total contract period not to exceed five (5) years.
