RFP-10-03 - Telecommunications Expense Audit Services

Summary of Specifications:
The County of Ottawa (County) is soliciting competitive sealed proposals from qualified independent Consultants for Telecommunications Expense Audit Services to 

• Provide an independent review of The County’s telecommunications billings and records including local phone service, long distance, and data communications/Internet for the last three years; 

• Determine if over-billing occurred resulting in overcharges to The County; 

• Seek refunds and/or credits for billing errors; 

• Create a cost-savings plan which will identify and recommend actions and modifications to reduce future telecommunications billings. 

The Consultant will assume all responsibility for working with the appropriate providers to secure a refund for The County for these over-billings. The County will consider either a contingent contract whereby the Consultant shall be paid a percentage of refunds recovered as a result of the audit or a fee-based examination. 

The audit of telephone expenditures should be completed within 3 months after signing of the contract. The Consultant will have up to an additional 6 months to secure reimbursement from telephone companies for over-billings discovered.
