Summary of Specifications:
The St. Clair County Library System (Library) is seeking consultant services to assist the Library Board, staff and community with the development of a comprehensive strategic plan. The plan will include goals, measurable objectives and proposed activities to meet community needs for the next three to five years. It will examine our communities’ growth patterns and demographics and identify the need for service with respect to future trends and technologies. It will also identify funding strategies that respond to service demands.
