Summary of Specifications:
Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit Responses or for the purpose of educational, vocational, day treatment, transitional and career preparatory services for children and adolescents using blended funds. The Wayne County Department of Children and Family Services (CFS) is committed to the prevention of unnecessary out-of-home placements by providing program activities to Wayne County youth that have experienced a formal or informal contact with the Family Division of the Third Judicial Circuit Court. This program is termed “First Contact.” This RFQ is to enhance, expand or initiate new programs and services. Each successful Respondent (contractor) shall provide, or arrange by subcontract, for direct and ancillary program activities that support CFS’ commitment to prevent unnecessary out-of-home placement. School-based programming is also needed for juveniles the court orders to institutional placement. On site regular and summer school education/vocation opportunities are necessary to accelerate successful placement release and community re-entry for Wayne County youth.
A contract awarded as a result of the RFQ defines the full budget for the approved scope of services, which is comprised of Contractor funds and CCF reimbursement. The Contractor is responsible for CCF deposits to the County. The Contractor’s deposit represents 50% of the cost of services set forth in the contract. The deposit is made after the vendor has provided services. Funds are deposited directly to the County Treasurer into a special revenue account known as the county Child Care Fund (CCF). Once the vendor’s revenue is deposited it becomes part of the County’s CCF and it must be expended only on CCF eligible youth. When dispersed, it is returned to the vendor with specific limitations and restrictions imposed by the CCF rules. Upon verification of service delivery the county reimburses the vendor at 100% of the amount set forth in the contract. Payments, which are comprised of the Contractor’s contributed amount and state reimbursement, cannot be used for non-CCF youth. Refer to the sample contract in the Appendix.
The contract will be designed to provide programs for children and adolescents, 7 to 21 years old, that will enhance positive youth development, improve school attendance, promote pro-social classroom behavior and academic achievement and otherwise provide life experiences that will ultimately assist the youth to transition to independence. Services will be structured for at-risk and adjudicated juveniles. The program should also emphasize best practices for educational and vocational programming. There must be a connection between programming and reduction in out-of-home placements and/or reduced length-of-stay in court ordered placements (accelerated release to community-based status).
The juveniles served and the types of services rendered under this contract must adhere to Child Care Fund rules and requirements established pursuant to MCL 400.117c and in furtherance of the purposes of the Social Welfare Act, MCL 400.15 et. seq.
It is Wayne County’s sole discretion, authority and responsibility to fund the CCF and determine the eligibility of and amounts of any revenue for inclusion in the CCF.
