Summary of Specifications:
The Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit Responses or for the purpose of providing for specialized engineering technical analysis to assist Wayne County in operating and managing the following Wayne County sewage disposal systems: „X Rouge Valley Sewage Disposal System, „X Northeast Sewage Disposal System, and „X Downriver Sewage Disposal System The specialized technical analyses to be completed for each sewage disposal system under the proposed contract that is the subject of this RFQ will assist Wayne County with streamlining operation and management of and capital improvements for these large and complex sewage systems, consistent with the Department¡¦s Comprehensive Assessment and Master Plan Project to continuously improve operations to be efficient, effective, and competitive. It is anticipated that work will include specialized analysis of the flows and performance of sewage disposal systems during storm events, including work necessary for Wayne County to enforce customer flow limits and respond to basement flooding claims and/or other matters. Technical analysis of the sewage disposal systems will be conducted to assist Wayne County with ongoing negotiations of new service agreements with system customers of all three systems, and with the Detroit Water and Sewerage Department (DWSD) or any other appropriate agency such as the Great Lakes Water Authority (GLWA) for transport, treatment, and disposal of sewage flows from the Northeast and Rouge Valley Sewage Disposal Systems. Finally, the selected engineering firm will provide assistance with representing Wayne County¡¦s interests in regional wastewater operations and decision-making via the Customer Outreach effort of DWSD and/or GLWA.
