For the purpose of analysis, design, development, implementation and support of an Electronic Vital Records Information Management System.
Vital Records Activity is a major division of the Clerk’s Department, second in importance to the Clerk’s Court Services Activity; generating on average, an annual revenue of about$1.8Million or 71% of the Department’s Non-Court Internally Generated Revenue(IGR) of $2.53 Million.
Presently, the mammoth task of maintaining and managing these Vital Records for the County of the size stated above is carried out by using five stand-alone subsystems, resulting in a great amount of manual interventions and inefficient manipulation of data. Furthermore, these stand-alone systems are without any interface or degree of integration and therefore, do not communicate with one another. This lack of integration and failure to communicate with one another, constitute a major flaw or deficiency in the current system, resulting in transaction processing delays, laborious multiple manual data entries, errors, frequent backlogs, persistent overtime and other operating difficulties resulting in escalating costs. All the above difficulties gave rise to an urgent need for the Clerk to acquire a new state-of-the-art Vital Records Solution. The Clerk does not want the new system to be rigidly tied to the department’s current document management practice, but is also looking for a best-in-class Vital Records Solution that is versatile, capable of handling the present needs and capable of helping the County Clerk’s Office to provide the citizens of Wayne County with the most efficient and effective Vital Records services now and into the future.
