Summary of Specifications:
The Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit proposals for the purpose of providing fiscal management services in providing grant funded services, including payroll and accounting services on behalf of the Department of Health and Human Services’ Division of Public Health.
Pursuant to the provisions of Act No. 368 of the Public Acts of 1978, as amended, being Section 330.1101 et seq. of the Michigan Compiled Laws, as amended (commonly known as the Public Health Code), and in accordance with the rules, regulations, guidelines and standards issued pursuant to the Public Health Code by the Michigan Department of Community Health (MDCH), the County is the body designated by the State of Michigan to plan, develop and provide for the delivery of quality public health services in the County with funding provided by federal, state and local sources. The successful Proposer (Contractor) will submit monthly Financial Statements (FSR) relative to costs incurred against a particular program. Historically, the contract has contained approximately eight (8) contract lines, which would relate to different programs. The FSR would report costs incurred during the specific period by categories such as: personnel, fringes, supplies, equipment contractual and other.
