The County of Wayne is requesting proposals for Property Management Services at the new Criminal Justice Center (CJC or Property), located at 5301 Russell Street, Detroit, MI. The CJC is still under construction, with the developer currently targeting May 2023 as when the CJC can be turned over to the County. The CJC is not expected to open to the public until approximately 6 months after the CJC is turned over to the County by the developer. These dates are subject to change.

There are two rounds for questions: Round 1 - 3/13/2023 2:00PM and Round 2 - 4/11/2023 5:00PM.

Mandatory Pre-Proposal Conference Site Visit #3: 4/11/2023 2:30 PM Eastern Time
Proposers must attend and sign in, during at least one of the scheduled mandatory pre-proposal meetings and site visits.
Specific details on precise location for this Mandatory Pre-Proposal Conference is posted in Addendum #4.

Attendees will meet at 2:15 PM Eastern Time on April 11, 2023 at CGL’s trailer in the parking area near 5560 Rivard St. (approximately one block North of the CJC site). We will begin walking together to the CJC at 2:30 PM Eastern Time.

The CJC is still an active construction site. Everyone must wear closed toe shoes with a firm sole. Everyone must wear high visibility vests, safety glasses, and hard hats (PPE). The County has a limited supply of PPE and Proposers are strongly encouraged to bring their own PPE. Due to space limitations, each Proposer is requested to bring no more than 3 people to the site visit.
