Summary of Specifications:
The Telecommunications unit of the Department of Technology is responsible for the support and maintenance of all of Wayne County’s telephone systems and network infrastructure cabling. The successful Proposer (Contractor) shall be required to provide qualified telecommunications technicians, vehicles, tools and equipment to perform all services identified herein under the direction of the Department of Technology.
Wayne County has offices in approximately fifty (50) locations. Most of the phone lines are through AT&T Centrex. There are approximately 6,800 Centrex lines. Of these lines, about 1,360 are analog telephone and 5,440 are digital. In addition there are 26 Toshiba Key Systems.
Wayne County is considering migrating to a Voice over IP (VoIP) solution over the next 2 years. In addition to voice systems, there are approximately 5,000 network drops. The intra-building network backbone is fiber optics. There is a mixture of plenum and conduit cable runs for the station drops. These are CAT5e and CAT6. Some facilities are designated high security areas, such as the Jails and Juvenile Detention Facility.
Wayne County also forecasts two (2) to four (4) small project-based activities on an annual basis. These projects will be limited in scope and activities and should not impact day-to-day operations. Major projects, such as the installation of more than twenty drops in a day or rewiring a large facility over a weekend, are outside the scope of this RFP.
The County estimates that there will be about 1,600 repair calls per year and 400 new voice and/or data installations. The current telecommunications and infrastructure contractor typically uses one full time technician who receives his assignments directly from the County.
