County of Hillsdale will be accepting bid proposals for the above referenced “Courthouse window restoration/replacement.” We would like to have it priced two ways, replace old with new wood replicas and, one with restoring current windows. Bids must be received no later than February 24, 2023 at 5:00 pm. Bids received after this date will not be accepted and will be returned unopened to the sender.
The purpose of this project is to restore/replace 130 single pane wood windows on 2 ½ story historic courthouse. Scope of work for this project includes:
#1- Pre job meeting for logistics & safety
#2- Must be able to coordinate with current roofing and masonry contractors on site already
#3- (Building must stay open for daily operations)
#4- Remove sash and stops repair or replace with equal material (or combination of both)
#5- Remove all hardware, glass
#6- Repair and/or replace damaged wood components (sash and frames unless replaced)
#7- Fill or repair larger dings and splits in wood
#8- Sand and prep wood surfaces and glean glass
#9- Apply one coat of protective conditioner for wood
#10- Reinstall glass; replace broken panes as needed
#11- Apply one coat of oil based primer
#12- Apply two coats oil based finish paint
#13- Install one sash lock and two lift handles and weather stripping
#14- Remove existing storm windows (not going back on)
#15- Scrape and repaint exterior window casing or replace with new (must match existing if replacing) #16- In situation where movable sash or frame has been removed, the contractor shall secure the
Opening with ½ inch plywood.
Bidder must submit documentation proving that the contractor has a minimum of five year’s full-time experience performing historic preservation and restoration work on wood windows. A minimum of three (3) favorable references with contact information must be submitted with the quotation.
The normal operating hours of operation of the Courthouse are 8:30 am to 5:00 pm, Monday through Friday. Some of the windows are in courtrooms and offices that are normally occupied. Work on interior of building must take place outside of normal operating hours, or be coordinated with Facilities Director or Deputy Director.
The Director or Deputy Director will provide reasonable access to interior of the building, given 24 hours advanced notice.
This work is being performed in an office setting. Reasonable standards of dress and behavior are expected.
Work to begin ASAP and shall complete all work within 24 months of start. The county reserves the right to deduct the sum of 100.00 dollars per calendar day for each day of delay past the completion date.

All bids received by the deadline date and time shall be reviewed by County Commissioners. All bids must include all requested items, conform to the Project Standards/Specifications and be responsive, accurate, and cost reasonable. County Commissioners will select the contractor to perform all construction work required and the contract will be executed between Hillsdale County and the winning contractor.
You are reminded to bid only on those items designated. In the event the owner should request additional work or deletion of any work from the write up, or should you feel additional work is required, list those items on a separate piece of paper or letterhead stationery. All additional items will be considered separately from the base bid and consideration or any change will be negotiated with the owner after bid opening.
Hillsdale County Commissioners have the right to reject any and all bids, to award the contract to other than the low bidder, and to waive any informality in bidding. Successful bidder if any, will be required to furnish a copy of liability insurance, any subs will need to show proof of workman’s compensation insurance. Upon selection of winning contractor, Facilities will send a Bid Award Notice to the selected contractor of the date, time and location of the pre-construction conference that must take place before any work can begin. Upon satisfactory completion of the pre-construction conference, Hillsdale County will issue a “Notice to Proceed,” which must be executed by the selected contractor as well.
