The Detroit Water and Sewerage Department (DWSD) requests written bids from individuals or firms to provide arbitration services under for a Hearing Officer to arbitrate a back log of approximately 400 billing disputes between DWSD and its retail customers from 2019, 2020 and 2021, due to the COVID-19 pandemic.

Services under this solicitation will be used at DWSD's discretion on an as-needed basis, and the existence of a contract shall not obligate DWSD in any way relative to the dollar value or the extent of services to be requested of the consultant.
