**MANDATORY WALK-THROUGH ON MONDAY, AUGUST 30, 2021 @ 11AM.**
The Detroit Building Authority (DBA) respectfully request a RFQ/P from interested vendors to perform, at a minimum, the following environmental due diligence services at the Waste Energy Facilities and Structures (aka Incinerator), 5700 Russell Street, Detroit, Michigan 48211.

- Hazardous/Regulated Materials Survey (HMS)
- Phase I Environmental Site Assessment (ESA)
Following completion of the HMS and Phase I ESA, GDDRA, BSEED, and the DBA will review the available documentation. If the City and DBA determine that further environmental investigation is necessary based upon the findings and conclusions of the Phase I ESA, then DBA shall request that the Successful Vendor prepare and submit a Scope of Work, inclusive of a cost estimate breakdown, for a Phase II Environmental Site Assessment (ESA).
Upon review and evaluations of the Phase II ESA Scope of Work and Price Proposal, the DBA may direct the Successful Vendor to perform the Phase II ESA.
Performance of the Phase I ESA is NOT a guarantee to the performance of future work. The DBA may, at its discretion, request proposals from multiple firms to perform any and all necessary investigations or assessments.
The intent of this Request for Qualifications and Proposal is to openly and responsibly procure the services of the qualified Respondent with the highest-scoring proposal.
