RFP #2425-1009 - GRCC SCC4 Development Evaluation

The purpose of this Request for Proposal (RFP) is to procure the services of a qualified Developmental Evaluator to support Grand Rapids Community College (GRCC) in implementing the Strengthening Community Colleges Round 4 (SCC4) Grant. This evaluator will provide real-time feedback, document program outcomes, and support continuous improvement efforts to ensure the grant’s objectives of improving equity, expanding access to tech career pathways, and sustaining long-term systems changes are met. The selected evaluator will collaborate with GRCC’s staff, faculty, students, and employer partners to analyze data, refine strategies, and address barriers to success, particularly for underrepresented student populations. Additionally, the evaluator will work in alignment with federal procurement guidelines and the Department of Labor’s national evaluation goals, ensuring compliance with the Funding Opportunity Announcement (FOA) and contributing to the development of sustainable practices that extend beyond the life of the grant.
