Summary of Specifications:
The Mass Transportation Authority (MTA) will receive for General Construction Services to include work of all trades for the following: 1. A 19,400 S.F. Compressed Natural Gas Bus Storage Facility with offices located in a pre-engineered metal building at 5051 S. Dort Highway, Flint, Michigan 48507. Proposals will be received by the MTA Administration Building located at 1401 S. Dort Highway on or after 10:00 a.m., Wednesday, July 8, 2015 from General Contractors. Proposals received from General Contractors will be opened privately. The Contract Documents, Drawings and Specifications can be obtained electronically on the Michigan Intergovernmental Trade Network (MITN) website at www.mitn.info. Proposers will be able print out the proposal documents, drawings and specifications. The Proposer shall be responsible for the cost of reproductions. MITN will be used to issue any addenda or information relative to the RFP requirements. Each Proposal shall be accompanied by a cashier’s check or a bid bond by an approved surety company in the amount of five percent (5%) of the base Proposal payable to the MTA, and will be forfeited to the MTA on failure to enter into a contract within ten (10) days after notice of acceptance of the Proposal. No Proposal may be withdrawn for a period of ninety (90) days after submission. Proposals offering less than ninety (90) days for acceptance by the MTA from the date set for opening will be considered non-responsive and will be rejected. The MTA reserves the right to reject any or all Proposals and to waive irregularities or informalities as may be deemed in MTA’s interest. It is the MTA’s intent to award the project to the lowest most qualified, responsive and responsible Proposer for all phases of the construction work. Successful Proposer will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract amount and labor and material payment bond in an amount equal to forty percent (40%) of the contract amount. Surety on such bonds shall be a duly authorized company satisfactory to the MTA. Contracts for work under this Proposal will obligate the Contractor and subcontractor not to discriminate in employment practices based on race, color, sex, religion, natural origin or age in compliance with the President’s Executive Order 11246, and that it will take affirmative action to ensure that applicants and employees are treated during employment without regard to these factors. MTA hereby notifies all Proposers that it will affirmatively insure in regard to any contract entered into pursuant to this Request for Proposal, Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit Proposals in response to this RFP and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Mass Transportation Authority has an established goal of ten percent (10%) minimum participation of DBE’s under guidelines set forth by the FTA (Federal Transit Administration). All Proposals submitted must include a plan for incorporating DBE’s for this project. This project is partially funded by grants received from the U.S. Department of Transportation and the Michigan Department of Transportation and subject to compliance with the “Davis-Bacon Act” (prevailing wage rates), “Copeland Anti-Kickback Act” and other related Acts. Proposers shall refer to the “Instruction to Proposers” section of the specifications for additional requirements and information. A Pre-Proposal meeting will be held at the MTA Grand Blanc Your Ride Service Center located at 5051 S. Dort Highway, Flint, Michigan 48507, on Tuesday, June 23, 2015 at 10:00 a.m. E.D.T. followed by a DBE. Introduction and Requirement review meeting scheduled for 10:30 a.m. E.D.T. All Proposers are highly encouraged to attend this Pre-Proposal meeting and sub-contractors are also encouraged to attend. Proposers are also encouraged to attend the following DBE meeting for the opportunity to meet potential DBE subcontractors and to review requirements for accomplishing the 10% DBE project participation goal. During this meeting Proposers will be asked to identify possible subcontracting opportunities and be prepared to discuss them with DBE subcontractors.
