Summary of Specifications:
A. PURPOSE OF THE REQUEST FOR PROPOSAL:
The Community Development Block Grant (CDBG) grant was awarded to Washtenaw County on behalf of the Washtenaw Urban County. The 2003-2008 CDBG Urban County and HOME Consortium Consolidated Strategy and Plan provides an analysis of the need for non-housing community development projects within the boundaries of the following jurisdictions: Ypsilanti Township, City of Ypsilanti, Pittsfield Township, Superior Township, Northfield Township, Salem Township, Bridgewater Township, and Ann Arbor Township. In this plan, the Washtenaw Urban County jurisdictions (listed above) have expressed a plan to construct sidewalks in qualifying neighborhoods that address the safety and security needs of residents.
B. PROJECT DESCRIPTION:
The Office of Community Development, through its Purchasing Department is seeking proposals from qualified and experienced design-build contractors to prepare contract plans, specifications, cost estimates, and design engineering services for the CDBG Six Mile Sidewalk Project in Salem Township. The sidewalk boundaries within Salem Township are listed: along the North side of Six Mile from Salem to Pearl Street; the West side of Dickerson from Six Mile to South Street; the North side of South Street from Dickerson to Salem Road; and the East side of Salem Road from Six Mile to the property of the elementary school. The total project length is 2,810 lineal feet.
The work consists of furnishing all labor, materials, equipment and skill required to construct this sidewalk. The work includes but is not limited to mobilization/demobilization, site preparation, excavation, traffic control, the construction of a concrete paved sidewalk in accordance with AASHTO standards, earth work including final grading and site restoration. The work shall be commenced on or about September 19, 2005. The work is required to be entirely complete on or before December 1, 2005.
This project is subject to the Davis-Bacon Labor & Wage Act of the United States Department of Labor for the Washtenaw County area. All employees directly involved with this project must be paid in accordance with the Washtenaw County “Prevailing Wage Ordinance”.
