Washtenaw County Facilities Management (WCFM) is responsible for over twenty different facilities across the County occupying over 800,000 SQFT. The County has developed a climate action plan, Resilient Washtenaw and has several goals that cover internal County operations. The work proposed in this RFP is one of many initial steps in working towards the goals spelled out in Resilient Washtenaw.
WCFM is requesting proposals for a grid connected turnkey design build RFP and contract for an initial round of solar PV panels to offset utility demand and costs at four County facilities and install PV panels to power an initial round of EV chargers at three County parking lots. The four County facilities include 4135 Washtenaw, 2201 Hogback/4133 Washtenaw, and 705 N Zeeb. The three County parking lots are located at 555 Towner, 4125 Washtenaw and 705 N Zeeb (see attached plans). The ownership intent for this RFP is for WCFM to own the new equipment at the completion of this project.
Facilities Management hopes to maximize building PV panels at the 4135 Washtenaw facility as this building is currently all electric with the goals to be Washtenaw County’s first net zero facility. The goal for the building PV panels at the other three locations for this project is to be the initial round of solar panels that is expandable in the future and have capability to be battery ready. The awarded contractor will be working directly with internal WCFM staff on all final project details and be responsible to provide all of the following including but not limited to: final equipment locations, submittals, designs, DTE interconnections/notifications, construction plans, equipment approvals, project schedule, staffing plan, contractor plan and approved scope of work.
An additional, optional site for solar panels to be included in the bid is 4101 Washtenaw Avenue, Ann Arbor.
Washtenaw County would like to begin work in April and for the project to be substantially completed by December 31, 2024.
