Summary of Specifications:
1) INTRODUCTION: Through this Request for Bids (RFB), the Airport Authority hereby invites businesses that meet the qualifications set forth herein to submit Bids to provide back-up water operator, backflow preventer and plumbing services needed for the Airport Authority at Detroit Metropolitan and Willow Run Airports. 2) GENERAL INFORMATION: “Backflow Preventers” are devices used to prevent water or other liquids from being siphoned into a potable water system. Currently, the Airport Authority utilizes four (4) manufactures of backflow preventer devices throughout the Airport systems. Those preventers are as follows (See price sheet for sizes and type): Watts, Febco, Ames, Wilkens/Zurn.
Pursuant to the Michigan Safe Water Drinking Act, Public Act 399 of 1976, as amended, and the applicable administrative rules, being R325.11901-R325.11918, (“Part 19”), a “Water System Owners” is required to have a licensed water operator and a back-up. The Airport Authority has a Licensed Operator and needs a back-up operator when the existing contract expires.
Upon award of the contract, the Successful Bidder (Contractor) shall perform field inspections and inspection reports (as defined in Task A) on designated backflow preventers as assigned by the Airport Authority. Based on the findings provided in the field inspection reports, the Airport Authority shall prioritize required repairs. Repairs shall be performed as assigned by the Airport Authority (as described in Task B).
Immediately following the award of the contract, the Contractor must be available and ready to begin annual field inspections on approximately 300 backflow preventers at various locations on the Airfield Operations Area (AOA) and Landside Facilities.
