INTRODUCTION: Through this Request for Proposals (RFP), the Wayne County Airport Authority (Airport Authority) hereby invites businesses that meet the qualifications set forth herein to submit Proposals for a comprehensive compensation plan for approximately 92 appointed (non-union) employees at the Wayne County Airport Author GENERAL INFORMATION: The Airport Authority was formed in 2002 under Senate Bill 690, which separated Detroit Metropolitan Wayne County Airport and Willow Run Airport from Wayne County and placed the two airports under the management of an independent Board of Directors. The Airport Authority is responsible for the management and operation of the two airports including the power to plan, promote, extend, maintain, acquire, purchase, construct and improve, repair, enlarge and operate both airports. The Airport Authority operates the two airports as a hybrid of public and private enterprise. In the airport industry, Detroit Metropolitan Wayne County Airport (DTW) is identified as a large hub airport. The Airport Authority serves as a hub operation for Delta Airlines and its partners, as well as other large and small airlines.
