This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis Bitterroot Laundry for Rocky Mountain Laundry services.
The Operations Support Services Branch (OSSB) within the National Institute of Allergy and Infectious Diseases (NIAID) Manages operation support to the RML laboratories and branches in the areas of environmental and radiological compliance and waste management, property, Central shipping and receiving, and Central storeroom operations. Management analysis, including human resources support to all RML staff members; serves as NIAID DIR liaison for all issues related to the 20-year master plan for the RML campus; and serves as NIAID representative for all construction and renovations projects.
The Contractor shall furnish all labor, management, supervision, materials, equipment, and transportation necessary to provide commercial laundry services. Commercial vendor shall include laundering of laboratory and animal unit clothing and other items used at the National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID) located at Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, Montana. There is only one local source for laundry in Hamilton, MT. RML has attempted in the recent past to get vendors from Hamilton and surrounding areas to quote but they do not have the capacity to provide the full services that is required.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-25-2243922 to Maliaka Pinkney at maliaka.pinkney@nih.gov, by 9:00 am eastern standard time November 26, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
