1. SCOPE OF WORK The City of Lincoln- StarTran is requesting proposals from Contractors to provide bus stop janitorial services on locations throughout the city. Awarded contractor shall provide all labor, equipment, and supplies for the performance of services as required for this contract. The list of bus stops included in this project can be found in Attachment A. 2. CONTRACTOR RESPONSIBILITIES a. Contractor takes full responsibility for all their employees and any subcontractors who are hired in conjunction with this contract. Contractor employees shall wear uniforms or a type of identification that is clearly visible to the public. Contractor shall comply with City of Lincoln Municipal Code 2.81.010, Lincoln Living Wage Ordinance. b. Proposer to provide Contact information for the individual responsible for contract performance and administration: Name, telephone number, address, and email address. c. The Contractor shall maintain all areas covered by this scope of work in outstanding condition. The contractor shall provide a Weekly Task Report, completed per service stop, to the Facilities Supervisor or Manager. The Weekly Task Report must include the date, bus stop number, before and after photos (if requested by the Facilities Supervisor), and a description of the maintenance performed. The contractor shall compile the Weekly Task Reports for each calendar month, by location, and provide the compiled reports as a Monthly Task Report to the Facilities Supervisor. d. All transit shelters, benches, concrete pads, sidewalks, and other relevant transit amenities shall be cleaned as scheduled and on an as needed basis. Contractor shall provide for competent supervision and take precautions necessary to protect persons or property against injury and/or damage and shall not interfere with transit services. The Contractor must comply with all applicable local, state, and federal occupational and safety laws and regulations. 3. MAINTENANCE REQUIREMENTS for all sites shall include the following: a. Wipe or wash all glazing (windows) inside and out; i. Washing of shelter glass will not be required when the temperature is below 32 degrees Fahrenheit. b. Dust and clean benches; c. Sweep and remove leaves, trash, and other material from inside the shelter waiting area and within a 20-foot radius from the location of the bus stop; d. Trash i. Contractor shall provide, empty, and install trash can liners in trash receptacles at all locations being serviced. ii. All trash shall be disposed of according to Local, State, and Federal regulations. 4. CLEANING REQUIREMENTS a. At all times, the Contractor shall keep the work sites free from accumulation of litter, waste materials, and debris within a 20-foot radius from the location of the bus stop. This includes, but is not limited to any paper products, glass, cans, graffiti, cigarette butts, stuck gum, natural debris, hazardous materials, etc. Items must be collected and removed from the work site after every maintenance service. It is the Contractor’s responsibility to properly dispose of such waste materials and debris. Hazardous materials (including biohazard materials) must be disposed of in a manner that is consistent with federal, state, and local regulations, including those related to municipal water system quality. b. Contractor shall properly dispose of all used chemicals, containers, and supplies in strict accordance with all OSHA and EPA standards, and all Local requirements. Contractor shall notify StarTran of any vandalism or damage to the bus stop shelter or waiting areas (loose or broken benches, broken glass, etc.). c. The Contractor must remove graffiti from all bus stop amenities, including but not limited to, bus stop signs, bus stop poles, shelters, benches, trash receptacles, bike racks, etc. The Contractor shall submit a list for approval by the Facilities Supervisor of the chemicals and solvents that will be used to remove graffiti. The Contractor must follow all manufacturer recommendations before any graffiti removal is attempted. The Contractor shall be responsible for repair or replacement of any damaged bus stop amenities or other property or equipment caused by improper use of cleaning materials. The Contractor must follow all local, state, and federal storm water quality laws and regulations when removing graffiti. d. If patrons are waiting in a shelter, Contractor staff are to ask politely if they could move while the cleaning is completed.
