Specifications include, but are not limited to: The City of Lincoln is the second most-populous city in Nebraska, with a 2020 population of 291,082 residents in a 94 square mile area. Downtown is the primary employment center for Lincoln and is the home of the State Capitol and the University of Nebraska – Lincoln. In the last decade, Lincoln has experienced a significant reinvestment in its downtown, both through redevelopment and major capital improvement projects. Given all the energy and resources that have been directed toward downtown in recent years, the City of Lincoln understands the value of teaming with an organization capable of providing management and maintenance services that will continue to strengthen downtown’s “sense of place,” securing its position within the City as a center for employment, entertainment, economic development, and community pride. Management and maintenance services are funded through a combination of property assessments and matching city funds. The assessment dollars come from properties located within downtown’s Business Improvement Districts (BIDs). As shown in Attachment 2, the BIDs can be categorized by those which cover management services and those which cover maintenance services
