All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: residential street plowing and de-icing. Work shall be done within the Omaha city limits. Contractors shall be responsible for complete curb to curb plowing of residential streets in assigned areas. Contractors are not required to haul snow. Spreading of de-icing material whether salt, salt/sand mixture, or other similar material may be a separate operation or in addition to a plowing operation. Contractors must demonstrate the wherewithal to provide equipment and qualified personnel to plow and spread. Snow removal occurs during a wide range of weather conditions. Weather conditions are variable and difficult to predict. Snow removal operations are difficult and hazardous. The unpredictable nature of the work environment makes strict quantitative standards difficult to enforce. Nevertheless, standards are set forth here and contractor will make every attempt to comply with them. The City shall notify the Contractor when the conditions are such that residential plowing is to begin. The City will make every effort to coordinate as far in advance as possible to establish a start time for operations but in no case should plowing begin later than one hour after notification of start time. Contractors who bid the optional spreading bid item can be asked to spread deicing material when slick conditions develop. This is performed at the sole discretion of the City of Omaha. Material shall be spread at a rate specified by the City. The rate shall be specified for each storm. The rate shall be between 100 and 500 pounds of material per lane-mile. The City will provide the material at no cost to the Contractor. Contractors are required to monitor weather forecasts throughout the winter contract period. Contractors shall be prepared to plow and spread within the scheduled contract times. Storms will be generally classified as normal snowstorm, multiple pass storms, or a severe storm or blizzard. A normal snowstorm generally means snowfall amounts of ½” or less of snowfall per hour and winds less than 20 miles per hour. A multiple plow snowstorm generally are snowfall amounts of more than ½” of snowfall per hour, storms with sustained winds speeds of more than 20 miles per hour, or storms that will require more than one plowing of the residential area. Plowing of residential areas in a normal storm shall be complete within 12 hours after commencement of operations for snowfall amounts of 0 to 4 inches, 18 hours for snowfall amounts of 4.1 to 8 inches, and 24 hours for snowfall amounts of greater than 8 inches
