This is a Sources Sought announcement for acquisition planning purposes. All eligible and qualified contractors may submit capability statements for consideration along with the additional information requested below. The capability statements received will be reviewed to determine the quantity and availability of contractors that have the required experience, technical level of expertise, and administrative and management capability to manage the services described in the attached Statement of Work. The capability statements and additional information received will be used to determine the Bureau of Reclamation's (Reclamation's) overall procurement strategy.
The Bureau of Reclamation (BOR), Lower Colorado Basin (BOR-LCB) is developing this scope of work to perform cleanup and disposal of illegal dumpsites; bloodborne pathogen cleanup; compelling and urgent emergency spill response and cleanup; nonemergency spill response and cleanup; and, if needed, remedial investigation and feasibility study (RI/FS) activities associated with HAZMAT response and cleanup activities for the LCB to include the following BOR-LCBR area offices: Phoenix Area Office, Lower Colorado Dams Office, Yuma Area Office and the Lower Colorado Regional Office.
LCB and the Lower Colorado Dams Office (LCDO), which includes Hoover, Davis, and Parker Dams and the Boulder Canyon Operations Office (BCOO), is ALSO developing this scope of work for contractor(s) to provide hazardous waste, nonhazardous waste, and universal waste (waste) disposal services. Waste disposal services shall include lab packing, pickup, and transportation; disposal, labeling, and marking of containers; preparing waste profile analyses; preparing Land Disposal Restriction documentation; preparing Bills of Laden or Uniformed Hazardous Waste Manifests; and providing Certificate of Disposal or Recycling and other documentation related to waste disposal services.

The North American Industry Classification System (NAICS) Code for this acquisition is 562910 - Remediation Services. The small business size standard for NAICS Code 562910 is $25 million. If issued as a multiple-award IDIQ, a second NAICS code would be included - 562211, Hazardous Waste Treatment and Disposal, with a small business size standard of $47M. If a contractor feels that there is a more suitable NAICS Code classification for either of these services, please indicate when submitting the capability package.
Interested contractors must submit capability packages that include ALL of the following information:
(1) Firm's name, SAM UEI, CAGE code, address, telephone and fax numbers, web address, business size, and type(e.g., 8(a), HUBZone, Service-Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number.
(2) Demonstration of the firm's previous experience (as a prime contractor or a subcontractor) performing services of this type. Contractors should submit a list of past projects that were similar in scope and complexity to the requirement referenced in this announcement. Contractor shall provide the project title, location, and detailed descriptions of the eff ort and how it was similar, the projects dollar value, contract award number, completion dates, and the customer's name and telephone number.
(3) Comment on whether you believe this would be appropriate as a single contract or two contracts, i.e., one for HAZMAT Spill Response/Cleanup and a separate contract for Waste Disposal Services. Please also comment on contract type, i.e., the appropriateness of a multiple-award IDIQ, fixed-price, time-and-materials, etc.
(4) Capability statements with the additional information requested above are to be submitted not later than 1700 ET on Friday, 22 November 2024. All responses to this Sources Sought notice, including questions, shall be provided to Bureau of Reclamation, LCB, to the attention of Jennifer Garcia at jgarcia@usbr.gov.
When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted to SAM.gov.
