This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these items are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work, and to determine an appropriate procurement strategy. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
The Bureau of Reclamation (BOR), Interior Region 8: Lower Colorado Basin, Yuma Area Office (YAO) has a requirement for stockpiling riprap and gravel along the Colorado River. The work to be performed under this requirement may consist of blasting at quarries, processing rock into riprap, 1" to 4" material, and gravel, transporting material, creating stockpiles, and stockpiling materials at BOR stockpile sites along the Colorado River. The work may also include loading, hauling, weighing, and placing pit run materials at the designated locations along the Colorado River. The amount of material to be quarried, processed, and/or transported is not known at this time, nor is the originating and delivery locations.
The anticipated project work sites are in Arizona, Nevada, and California. The existing quarries and potential stockpile locations are in various areas along approximately 275 miles of the Colorado River, from Davis Dam (River Mile 275) to the Southerly International Boundary (River Mile 0), and along the Gila River from its confluence with the Colorado River (Colorado River Mile 34.2) to Highway 95. The quarries and stockpile sites are located in Riverside, San Bernardino and Imperial Counties in California, and in La Paz, Mohave and Yuma Counties in Arizona.
All qualified concerns that may be interested in performing the proposed project are encouraged to submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation, or decide on an alternate procurement strategy.
The anticipated contract type will be an Indefinite Delivery / Indefinite Quantity contract with a five-year ordering period. Performance is anticipated to begin in October 2023 and will likely be required to run for 5 years through 2028. The applicable North American Industry Classification System (NAICS) Code is 212319, Other Crushed and Broken Stone Mining and Quarrying. The small business size standard is 500 employees.

Registration with System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to submission of a quote. Lack of registration in the SAM database will make an offeror ineligible for consideration of award. Information on SAM registration can be obtained via the Internet at http://www.sam.gov.
