A. Goal of this procurement/Business needs: The New Hampshire Department of Safety, Division of Fire Standards and Training and Emergency Medical Services (FSTEMS) is seeking proposals in whole or in part for the administration and execution of medical test outline in the early detection cancer screening pilot program. Firefighting is a complex profession, and firefighters encounter various hazardous substances over the course of their career. Studies by the National Institute of Occupational Safety & Health and others conclude that firefighters have a greater number of cancer diagnoses and cancer-related deaths than the general U.S. population. The State of New Hampshire passed Senate Bill 352 in the 2024 legislative session, which establishes an early detection cancer screening pilot program for active and retired firefighters in New Hampshire. Under this pilot program there are approximately 4,000 active or retired firefighters that are eligible for this program. This request seeks proposals in the following areas: Program Administration Multi-cancer blood testing Ultrasound diagnostic screening Lung Computed tomography (CT) At the conclusion of the pilot program the findings of the program shall be presented to the Governor of New Hampshire, the Senate President, and the Speaker of the House of Representatives after the 12 month and 24 month of the pilot program. The Agency may at its sole discretion make one or multiple awards of funding for each component of this proposal. The resulting contract(s) will be Not to Exceed for the term of two and a half (2 1/2) years from the date of approval of the Governor and Executive Council. The contract term may be extended by an additional term of two (2) years at the sole option of the Agency, subject to the parties’ prior written agreement and required governmental approvals including Governor and Executive Council
