DCD is seeking an appraiser to provide real estate appraisal services. The appraiser will be responsible for, but not limited to, such tasks as providing advice, appraisals, retrospective appraisals, and/or testimony regarding the properties in DCD’s portfolio that have received grant funding from the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME) or funding from the City of Jersey City’s Affordable Housing Trust Fund, as well as properties that the City of Jersey City is interested in using grant funding to acquire/rehabilitate, including residential land, commercial, single and multi-family dwellings, and historic and special purpose properties. Findings are to be presented in full narrative reports. All reports must be prepared in accordance with the standards of the Appraisal Institute and signed by a State Certified General Real Estate Appraiser. Said reports must also conform to the guidelines of all agencies having jurisdiction over the Real Estate Appraisal profession. The appraiser will also be responsible for reviewing appraisals prepared by other appraisal companies as well as the principal valuation analyses including, but not limited to, Highest & Best Use Analysis, Market/Sales Analysis, and Replacement Cost Analysis.
