Summary of Specifications:
SEPARATE sealed proposals will be received by the Morris County Park Commission (“Park Commission”) at 11:00 a.m. prevailing time on Tuesday, November 27, 2012, at the Morris County Park Commission’s Administration Building, 353 East Hanover Avenue, Morris Township, New Jersey and then publicly opened and read for Contract No. 12-13 titled “Electrical Services.” PROJECT SCOPE: It is the intent of these specifications to establish the minimum requirements for a single electrical contractor, licensed by the State of New Jersey, to perform such needed electrical services at all locations throughout the Morris County Park Commission on behalf of the Park Commission, as may be required during the contract period at any of the Park Commission’s buildings or facilities. Bidder must submit a copy of current New Jersey electrical license; a current copy of Environmental Protection Agency or state lead training certificate; and current New Jersey confined space certificates with this bid. Failure to do so shall result in rejection of this bid. Contract Documents for the proposed work are on file at the Park Commission Administration Building, 353 East Hanover Avenue, Morris Township, New Jersey. All bids to be considered must be submitted on the forms obtainable at the Park Commission Administration Building on or after November 16, 2012, during regular business hours, 9:00 a.m. to 4:30 p.m., prevailing time, Monday through Friday The Park Commission shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source. Bids shall be enclosed in a sealed envelope addressed to the Morris County Park Commission and marked with the name and address of the Bidder and the Contract Title and Number. Each bid must be accompanied by a certified check, cashier’s check or bid bond in the amount of $250.00, payable to the Morris County Park Commission, as a guarantee that if the contract is awarded to the Bidder he will enter into a contract with the Park Commission and provide the necessary bonds and insurance as required by the Park Commission. NO BIDS WILL BE RECEIVED BY MAIL. A company representative must be present at the bid opening and bid envelopes will only be accepted by and when called for by the Park Commission representative. No bids may be submitted prior to Tuesday, November 27, 2012 at 11:00 a.m. EACH BIDDER MUST COMPLETE AND SUBMIT WITH THE BID the Ownership Disclosure Statement, Affirmative Action Assurance Form, Non-Collusion Affidavit, Bidder’s Questionnaire and Experience Work Sheet contained in the Contract Documents. In addition, Public Works Contractor’s Registration, and listing of tools/equipment used in the performance of this contract, including equipment required to comply with confined space regulations, must also be submitted with the bid. It is requested that all bidders submit with the bid a copy of the State of New Jersey Business Registration Certificate. FAILURE TO SUBMIT THE OWNERSHIP DISCLOSURE STATEMENT AND LISTING OF TOOLS/EQUIPMENT SHALL RESULT IN REJECTION OF THE BID. The successful Bidder shall comply with the Affirmative Action Requirements of N.J.S.A. 10.5-31 et seq. and N.J.S.A. 17:27. Compliance with the Davis-Bacon Act, 40 U.S.C.A. 27a et seq., and N.J.S.A. Title 34:11-56.25 et seq. as amended relating to payment of wages not less than those prevailing for similar work in the local area. Award will be made through a fair and open process pursuant to N.J.S.A. 19.44A-20.4.
