LEGAL NOTICE
Separate SEALED BIDS will be received by the Purchasing Agent of the County of Morris on July 18, 2023 at 11:00am, Eastern Standard Time in the Office of Purchasing, Morristown, New Jersey for the respective project as follows:
INTERSECTION IMPROVEMENTS TO MILLBROOK AVENUE (C.R. 656) AND QUAKER CHURCH ROAD,
TOWNSHIP OF RANDOLPH, MORRIS COUNTY, NJ
BID# B23-112
Bids are available for downloading FOR FREE from http://www.morriscountybidsystem.com/, or may be picked up FOR A FEE OF $50.00 on or after Thursday, July 6, 2023 in the office of Engineering and Transportation at 30 Schuyler Place, 3rd Floor – Room 333, Morristown, NJ 07963 during regular business hours. The County of Morris shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source.
Bids shall be enclosed in a sealed envelope addressed to the County of Morris and marked with the name and address of the Bidder and the Contract Title and Number.
Bid proposals shall be delivered to the Purchasing Agent either in person at the hour designated, or previous thereto, by delivery or mail, at the Morris County Purchasing Division, Room 517, 5th Floor, Administration & Records Building, PO Box 900, Morristown, New Jersey, 07963 0900. No bids shall be accepted after the designated time, and Morris County will not assume responsibility for bids forwarded by mail or delivery service, nor any other conveyance.
The successful Bidder will be required to furnish a Performance Bond, Payment Bond and Maintenance Bond as specified in the Contract Documents. EACH BID MUST BE ACCOMPANIED WITH A CONSENT OF SURETY which states that the surety company will provide the Bidder with the performance bond specified in the Contract Documents in the event the Bidder is awarded the Contract.
Bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.
The vendor shall maintain all documentation related to products, transactions or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.

In accordance with the Governor’s Executive Orders and guidance regarding Covid-19, the County of Morris requests that the public maintain SOCIAL DISTANCING. Accordingly, we ask that Bidders/Respondents may wish to consider not attending the Bid Openings in person. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building.
Due to the circumstances, during the bid opening process, a bid review and providing unit prices will not take place at the openings. Instead, this information will be posted online once available.
Bidders/Respondents are encouraged to MAIL in bids and responses. If they must be hand delivered, the County of Morris has a drop box located outside of the Purchasing Office, 5th floor of the Administration and Records Building, 10 Court Street, Morristown, New Jersey.

TABULATION SHEET: Available on Bidnet within 1 week AFTER close of bid. Award of contract by the Board of County Commissioners will be made within 60 days.
