Separate SEALED BIDS will be received by the Purchasing Agent of the County of Morris on March 16, 2023 at 11:00am, Eastern Standard Time in the Office of Purchasing, Morristown, New Jersey for the respective project as follows:
REPAIRS TO MORRIS COUNTY BRIDGE NO. 1400-639, ROXITICUS ROAD OVER NORTH BRANCH OF THE RARITAN RIVER IN THE TOWNSHIP OF MENDHAM, MORRIS COUNTY, NEW JERSEY

Bids are available for downloading FOR FREE from http://www.morriscountybidsystem.com/ or may be picked up FOR A FEE OF $50.00 on or after February 24, 2023 in the office of Engineering and Transportation at 30 Schuyler Place, 3rd Floor – Room 333, Morristown, NJ 07963 during regular business hours. The County of Morris shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source.
Repairs to Morris County Bridge No. 1400-639 on Roxiticus Road over North Branch of the Raritan River in the Township of Mendham, Morris County, New Jersey consisting of, but not limited to, DOLLAR-Performance & Payment Bond; 1 LS-Mobilization; 1 LS-Traffic Control; 1 LS-Final Cleanup; 1 LS-Clearing Site, Bridge; 1 LS-Temporary Shielding; 35 SF-Hot Mix Asphalt Pavement Repair (If & Where Directed); 1 LS-Pollution Control System; 1 LS-Clean & Paint Structural Steel (1400 SF); 1 LS-Clean & Paint Remaining Truss Areas (1350 SF) (If & Where Directed); 60 C.F.-Resetting Stone Masonry; 200 S.F.-Stone Masonry Repointing, (I.&W.D.); 2500 Lbs.-Structural Steel Repairs; 35 LF-Steel Curb Repairs; 5 SF-Concrete Patching (If & Where Directed); 36 S.Y.-Rip Rap Stone Channel Protection, 24” Thick, D50=15”, (I.&W.D.).
Bids shall be enclosed in a sealed envelope addressed to the County of Morris and marked with the name and address of the Bidder and the Contract Title and Number. Each bid must be accompanied by a certified check, cashier’s check or bid bond in the amount of ten percent (10%) (not to exceed $20,000.00) of the total bid, payable to the County of Morris, as a guarantee that if the contract is awarded to the Bidder they will enter into a contract and provide the necessary bonds, and insurance as required by the County and the Division of Risk Management.
Bid proposals shall be delivered to the Purchasing Agent either in person at the hour designated, or previous thereto, by delivery or mail, at the Morris County Purchasing Division, Room 517, 5th Floor, Administration & Records Building, PO Box 900, Morristown, New Jersey, 07963 0900. No bids shall be accepted after the designated time, and Morris County will not assume responsibility for bids forwarded by mail or delivery service, nor any other conveyance.
The successful Bidder will be required to furnish a Performance Bond, Payment Bond and Maintenance Bond as specified in the Contract Documents. EACH BID MUST BE ACCOMPANIED WITH A CONSENT OF SURETY which states that the surety company will provide the Bidder with the performance bond specified in the Contract Documents in the event the Bidder is awarded the Contract.
Bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.
The vendor shall maintain all documentation related to products, transactions or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.

In accordance with the Governor’s Executive Orders and guidance regarding Covid-19, the County of Morris requests that the public maintain SOCIAL DISTANCING. Accordingly, we ask that Bidders/Respondents may wish to consider not attending the Bid Openings in person. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building.
Due to the circumstances, during the bid opening process, a bid review and providing unit prices will not take place at the openings. Instead, this information will be posted online once available.
Bidders/Respondents are encouraged to MAIL in bids and responses. If they must be hand delivered, the County of Morris has a drop box located outside of the Purchasing Office, 5th floor of the Administration and Records Building, 10 Court Street, Morristown, New Jersey.
