LAWN MAINTENANCE DEBRIS REMOVAL SERVICES FOR NEWARK HOUSING AUTHORITY PROPERTIES LOCATED THROUGHOUT
THE CITY OF NEWARK, NEW JERSEY
The Newark Housing Authority (“NHA”) is accepting sealed bids for lawn maintenance services and
debris removal for its properties located within the City of Newark. The term of the contract shall
be for a period of two (2) years with an option to renew for One (2) year period or two (2) One (1)
year periods at the sole discretion of the Newark Housing Authority. It is the intent of the Newark
Housing Authority to make a multiple award pursuant to this solicitation. However, the NHA reserves
the right to award a single or multiple awards.
The NHA will receive sealed Bids via the www.Bidnet.com platform only and no later than 3:00 PM on
Wednesday, April 23, 2025. NO PAPER BIDS WILL BE ACCEPTED. Bid forms and contract documents,
including specifications, can be located at https://www.newarkha.org/Business/Bidding-Opportunities
or Registration at the Bidnet platform is required to access the documents. No fee is associated
with registration, download, proposal submission, or any other activities related to NHA

opportunities directly from the NHA website or from the Bidnet platform.
All questions and requests for information must be submitted through the Bidnet system. The
deadline for posting questions and requests pertaining to this IFB is Wednesday, April 9, 2025, at
10:00 AM. The Bidnet system will not accept postings after the deadline set for submitting
questions.
The successful bidder will be required to furnish and pay for a satisfactory Performance and
Payment Bond(s) in the amount of 100% of the contract as awarded. The surety company for all bonds
must be a guaranty or surety company acceptable to the U.S. Department of Treasury – T-Listed.
Individual sureties will not be considered. The surety company must be licensed to do business in
the State of New Jersey. U.S. Treasury Circular 570, published annually in the Federal Register,
lists companies approved to act as surety on bonds securing government contracts, the maximum
underwriting limits on each contract bonded, and the state in which each company is licensed to do
business.
Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 (PL
1975 c 127 Affirmative Action). This solicitation is subject to the requirements of NJSA 40A:11-1
et seq. and 2 CFR 200 et seq.
These bids are being solicited through a Fair and Open Process in accordance with N.J.S.A.
19:44A-20.4 et seq.
The Housing Authority of the City of Newark reserves the right to reject any or all Bids or to
waive any informality in the Bidding. The NHA also reserves the right to award all or a portion of
the award to one (1) or more responsible responsive Bidders. No Bid shall be withdrawn for a period
of a hundred and twenty (120) days subsequent to the opening of the Bids without the consent of the
Housing Authority of the City of Newark.
