The Contractor shall provide a Douglas C-54 Skymaster to perform a Flyby and a static display at Joint Base McGuire-Dix-Lakehurst Open House 2025, hereafter referred to as JB MDL OHAS 2025, within the limitations prescribed by Federal Aviation Regulation Waiver (FAA Form 7711-1), on 16-18 May 2025 provided weather, mechanical and site condition permit. The interior of the aircraft will be configured like a museum with artifacts and information from Berlin Airlift conducted in 1948-1949.
The Contractor shall perform a flyby on 16 May 2025. The flyby will consist of at least 2 passes along a route of flight coordinated by the OHAS planning team. The flyby may include releasing candy within a designated area of at least 1,000 feet wide and 1,500 feet long with the route of flight aligned with the long-axis centerline of the designated area. The contractor will adjust laterally based on winds and weather conditions to plan for the candy to land within the designated area. Candy will be made available to the contractor and bundled per the contractor’s specifications. It is under the contractor’s discretion to not release candy from the air if candy isn’t available, if the candy isn’t bundled per the contractor’s specification, or if weather conditions prevent a safe release of the candy to land within the designated area. The final say for the airborne candy release rests with the contractor or the Air Boss; either may prevent airborne release. Despite the airborne candy release, the flybys will still be executed given safe flight conditions.
The Contractor shall make their aircraft available for static display on each day 17-18 May 2025, for the duration of that day’s OHAS. The Government will provide airstairs or equivalent to provide public guest access to the interior of the aircraft.
