1. Provide professional engineering services to the Authority and prepare any and all engineering reports, documents and/or certifications which are required by the Authority’s General Bond Resolution. These services shall generally consist of the following: a) Perform annual inspections of the Authority’s regional wastewater treatment facilities, pump/lift stations, meter chambers, and the interceptor system to determine the condition of the system and report on same. b) Prepare an annual report which will contain advice and recommendations as to the Authority’s proper maintenance, repair, and operation of this system and estimate the amount of money required for such purposes. Field inspections shall be completed by early June and a preliminary condition assessment report submitted to the Authority by mid-June in time for the Authority’s rate hearing. The Final report shall be submitted no later than November 15. 2 b) Prepare and file with the Authority and with the Trustee a Consulting Engineer’s Certificate stating the minimum user charge required for the ensuing fiscal year or that the Authority’s proposed minimum user charge is adequate for the ensuing fiscal year. c) As required by the Trustee, prepare and file with the Authority an annual report detailing the construction and acquisition of any part of the Authority’s system. d) Prepare for and, if required, attend and make necessary presentations at the Authority’s public rate hearings. 2. Provide additional “on-call” engineering services as needed. a) Multi-disciplinary technical support to the Authority’s in-house Engineering & Construction staff for evaluation and repair of infrastructure in an emergency. b) Professional Engineering services to assist the Authority in preparing evaluations, preparing designs for public bidding, providing Engineering services during construction and evaluating operational problems or events as directed. c) Expert testimony representing the Authority in disputes with participants or contractors. During the course of the year, there could be requests for several on-call services based upon the need for such services.
