1. This solicitation is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. The 177FW, New Jersey Air National requires support services for Cooks/Preps and Kitchen personnel in accordance with Attachment 2 - Performance Work Statement. This requirement is set-aside 100% for Small Business (SB) with a NAICS code of 722310, with a size standard of $47.0M.
2. This notice is issued under the Short of Award Authority - FAR 52.232-18 Availability of funds.
3. Submission of Quote Package. Please refer to Attachment 4 - Instructions to Offerors.
4. Please refer to Attachment 3, Standard Form 1449 (Solicitation) for the provisions incorporated into this solicitation and the Clauses applicable to the resultant contract.
5. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer, in his/her sole discretion, later determines them to be necessary or appropriate.
6. The Government reserves the right to create or not to create a competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
7. The Government reserves the right to reject any or all offers if such action is in the Government's best interest.
8. Evaluation. The procedures at FAR 13.106-3 will be followed along with the use of comparative evaluation to review the factors of Technical Capability, Past Performance, and Price.
9. The government intends to issue a single firm-fixed price award. Award will be made to the responsible offeror whose offer will provide best value to the government based on Technical Acceptability, Past Performance and Price. Additionally, as part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by calculating the price for six months of performance using the monthly pricing from the offeror's final option period prices. The calculated six-month price will be added to the offeror's total proposed price. Thus, the offeror's total price for the purpose of evaluation will include the base period, all option periods, and the calculated six-month extension price. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
