insurance coverage defense counsel services as it is frequently called upon to provide outside counsel with regards to the following: (a) Negotiating terms and conditions of contracts of insurance on behalf of the City; (b) Advising the City with regards to its rights and obligations under any contract of insurance to which the City is a party or under which the City may have a claim; (c) Acting as the City’s legal representative with regards to matters arising from claims under any contract of insurance to which the City is a party or under which the City may have a claim; (d) Presenting claims under contracts of insurance on behalf of the City: (e) Negotiating recoveries under any contract of insurance to which the City is a party or under which the City may have a claim; (f) Pursuing claims under any contract of insurance on behalf of the City through declaratory judgment action, litigation, mediation, arbitration or any other adversarial proceeding; or (g) Where there is a determination that a matter involving insurance coverage issues may be more effectively handled by insurance coverage counsel.
