It is the intent of these specifications from the County of Essex Board of Elections (BOE) to outline the requirement for vendors to submit proposals for the performance of services related to scanning and supporting of election ballots to ensure all elections are conducted in an effective manner in compliance with all New Jersey election laws. III. Scope of Services A. Vendor must provide on-site support for all elections, including, but not limited to Special Elections and Run-off elections. i. For any Special Election or Run-off Elections, which do not include early voting, vendor must provide the following on-site support: 1. On-site support: 4 days a. 2 days, pre-election b. 1 day, election c. 1 day, post-election 2. Personnel: A range between 3-6 people a. Vendor must provide on-site senior voting machine technician directly employed by the vendor to be present wherever required, but most probably at the office of the Clerk of the Board of Elections Main office, at polling locations throughout Essex County to provide support to elections day / board workers and to assist the BOE with scanning and securing ballots. b. A Senior Voting Machine Technician must: i. Be intimately familiar with the Division’s process for certifying Dominion related technology, with previous experience communicating with the Division regarding the same; ii. Be trained by Vendor or Dominion prior to performing services for the Board of Elections to: 1. Supervise the voting machine technicians 2. Support voting machine technology in the New Jersey field 3. Manage and use of Dominion Voting machines 38 4. Knowledge of scanning and providing an accurate account of all ballots scanned 5. Program New Jersey elections on Dominion Voting machines
