EVALUATION The quality of the equipment supplied, their conformity with the specifications, their suitability to requirements, delivery terms, guaranty clauses, price of the materials shall all be taken into consideration. Where equivalent equipment is offered, the County will determine if the proposed item is equal or better than that specified. QUALITY The materials and supplies called for herein, shall be the best of their grade and types, prepared according to the best available standards or accepted formulas, and thoroughly tested and subjected to rigid examinations and standardization. Items not meeting these requirements shall be replaced at no cost to the County upon due notice of deficiency. BLADE MATERIAL The steel from which the snow plow and grader blade are fabricated shall be "Kilned Hot-Top Ingot" conforming to the following requirement: Carbon .85 - .93 Manganese .60 - .90 Phosphorus .04 Maximum Sulfur .05 Maximum Silicon .30 Maximum Brinell Hardness 250 to 325 (Av. 268)
