Specifications include, but are not limited to: Equipment: Contractors shall submit bids on the enclosed proposal forms for equipment in first class operating condition, to include fuel, adequate tire chains, shovels, and ice melt for all walk ways; all necessary repairs and capable driver trained and licensed to operate his equipment. All equipment shall be subject to inspection by the Recreation Supervisor and if in his/ her judgment, the equipment is not in operating condition at any time, the contractor shall make necessary repairs forthwith or substitute acceptable equipment as directed.; Procedure: Upon notification by the Business Administrator of the Township of Old Bridge that their bid for emergency Snow Removal has been accepted, the vendor shall supply the department of Recreation with a list of phone numbers where the owner or his agent can be located at any time. Within one week after such notification the Recreation Supervisor will schedule a meeting with the contractor to provide street maps indicating Township walkways within Township.; In a storm warning situation the owner will make good effort to keep in touch with the Supervisor of the Recreation Department.; Upon notification by the supervisor of the Department of Recreation the contractor shall proceed as directed to the point within the Township or Township owned property prepared to perform the work assigned.; Contractor must clock in before beginning snow removal, clock out for breaks and at the end of the service. There is no exception to this requirement. Payments will be withheld if the contractor fails to clock in/out.; Operating Times and Rates: Time worked shall be calculated from time the vehicle arrives at the point assigned; traveling time from employee’s home or contractor’s business not inclusive. The Contractor shall also be responsible for the enforcement of “Maggie’s Law” (A-1347, 2002) on their crews and not permit any driver to exceed 12 continuous hours without being given an opportunity for sleep (4 hour minimum). “Maggie’s Law” amends the State’s vehicular homicide statute at NJSA 2C:11-5, to now provide that proof that a driver fell asleep while driving or that the driver was driving after having been without sleep for a period in excess of 24 consecutive hours shall give rise to an inference that the driver was driving recklessly. In the event of an emergency, as declared by the Supervisor of the Recreation Department, the Contractor must establish a staggered work schedule which shall include mandated breaks for crew members.; Crews shall work non-stop until notified by the supervisor of Recreation to discontinue work. At that point, calculation of time worked shall cease. Regular lunch and dinner breaks given by the contractor are not to be calculated as hours worked.; The contractor shall immediately thereafter submit an itemized bill to the Supervisor of the Recreation Department who shall compare it with his/ her records for accuracy and resolve any and all differences prior to submission to the proper Township authority for payment. Payments will only be made after vendor submits an invoice detailing equipment used, rate per hour, hours worked and detailed location where services were provided. Payments will be made within 60 days after adequate information is provided.; Rates for operating time for snow equipment shall include drivers, all operating expenses, Workers’ Compensation and Employer’s Liability Insurance, Unemployment Compensation and Social Security on all drivers and helpers. All bidders must maintain a minimum policy limit of $1,000,000. Proof must be provided to the Township before contract is awarded.; No time shall be allowed for equipment which become disable and are unable to continue plowing, nor for time consumed in repair work in excess of one-hour.; Proof must be given to the Township Business Administrator that all equipment used in snow removal work is insured with a sound company and that all such equipment used is properly licensed by the Motor Vehicle Department and must meet all requirements of the Motor Vehicle Law. The Township Of Old Bridge assumes no liability what so ever.
