Provide TRANSPORTATION WORKER IDENTIFICATION CREDENTIAL (TWIC ®) Escort Concessions Contractors at SJPC Balzano and Broadway Terminals. • Proposals shall detail specific knowledge of Marine Terminals and any relevant experience in providing TWIC escort services. • Proposal must include a detailed business plan on how the TWIC escort program will be organized and managed. This includes specifying scope of TWIC escort coverage to be provided for Balzano or Broadway Terminals individually or collectively including minimum number of escorts. • TWIC escorting is deemed “Line of Sight – companion”. • TWIC Escort vehicles must be approved by SJPC, visibly and clearly marked “TWIC Escort”. • Automobile Insurance to include Liability and Collision insurance for TWIC escorts and Contractor owned vehicles. Coverage to include ALL Owned, Hired and Non-Owned Vehicles (or “Any Auto”), if you do not have any Owned Vehicles, you are still required to maintain coverage for Hired and Non-Owned Vehicles as either a stand-alone policy or endorsed onto the Commercial General Liability policy. The minimum Per Accident Combined Single Limit is $1,000,000. • Additional Insurance as required (See Insurance Requirements Section). • Cargo Pick-up drivers without a TWIC must be escorted by a valid TWIC holder at all times. • All persons escorted must have a valid government issued photo ID. • The TWIC escort must have attended a security awareness class. • Proposed TWIC escorts to be named and certified by SJPC Security. • Successful proposer must agree to SJPC – mandated TWIC escort fee of maximum $100.00 in year one (1) of contract. • In instances where escort services are provided by an approved Escort/Escort Service, a user of the Terminal will be responsible to pay the Escort/Escort Service and shall make the payment directly. • Payment methods to TWIC escorts will be at the discretion of the successful Proposer. • TWIC escort counts and payment details to be reported monthly to SJPC within 10 days from the end of the month in a manner acceptable as determined by SJPC. • Concession fee of $25.00 shall be paid to SJPC per each non-TWIC escort. • Year 2 concession fee escalation (if any) according to SJPC Camden Terminal Tariff 300.
