Letter of Interest For Design-Build Solicitation
The City of Clovis, in collaboration with the City of Portales, the Village of Fort Sumner, as well as the counties of Curry, De Baca, Quay, Roosevelt, and Union, collectively referred to as the
"Community," seeks letters of interest from design build teams for a new behavioral health in-patient and out-patient center. The requested Letter of interest is non-binding. The procurement will be a two-step process:
- Part 1 will be a Design Build Request for Qualifications (RFQ) publicly advertised in January 2025.
- Part 2 will be a Design Build Request for Proposal (RFP) issued to qualified short-listed teams in the spring of 2025. A stipend may be offered to the short-listed firm that is responsive but unsuccessful in Part 2. The stipend amount will be listed in the Part 1 RFQ.
The project will be design-built and is currently funded and is anticipated to be approximately 12,500 square feet. At a minimum, the facility will provide 12 beds, administrative support areas, and a crisis triage center. The design may also provide utility infrastructure for a potential Phase 2 expansion.
The Community owns the property for the project, located in Clovis, New Mexico. The need to bring a high quality, functional facility on line at the earliest possible moment cannot be overstated.
