The purpose of this Request for Proposals (RFP) is to select an Offeror(s) to provide electrical services (on-call) to the City of Clovis.
The City reserves the option of renewing the initial contract(s) on an annual basis for up to three (3) additional years or any portion thereof for the purpose of providing electrical (on-call) services to the City of Clovis. In no case will the contract(s), including all renewals, exceed a total of four (4) years in duration.
SPECIFICATIONS
The scope of work shall encompass the requirements outlined in this RFP. The City may add to or delete from
the Scope of Work set forth in this RFP. Minor deviations to the specifications as listed, may be considered.
A. SCOPE OF WORK
The City of Clovis is requesting proposals from Offerors to provide electrical services (on-call).
• Clovis operates approximately 16 departments located throughout the Clovis NM vicinity.
• All administrative, maintenance and other functions operate throughout the year.
• The Contractor must be available to perform requested work throughout the week. The Contractor understands that the buildings are occupied and will need to plan and coordinate all construction related activities around the City’s schedules. This may require some activities to be scheduled before or after business hours and weekends.
• The Contractor shall remove asphalt and concrete that is for completion of a project and replace with new.
• Contractor must be capable of troubleshooting 12 volts to 24 volts’ control systems.
• Contractor must be capable of working on circuits from 12 volts to 480 volts 3 phase systems.
• Contractor must have a designated point of contact available for emergency call outs.
• The contractor will have a maximum 2-hour response time for emergency call outs.
• Contractor shall furnish reports of materials, equipment, and labor used to complete each project.
• This contract may be terminated by the City with a 30-day notice if the work is determined to be unsatisfactory or the vendor is unable to complete projects as assigned.
• Replacement parts/equipment must perform the same as original equipment.
• Electrician must provide an estimate of man-hours and parts (if possible) before proceeding with work.
NO WORK SHALL BEGIN WITHOUT A PURCHASE ORDER NUMBER. The City will not be liable for any work done without a purchase order. The City Department requesting the work must approve all work prior to start.
• All problems, which may arise from faulty workmanship or parts, must be corrected at no expense to the City.
• All projects will be billed within 10 days of completion.
UNDERGROUND CONSTRUCTION
• Direct burial will not be acceptable for feeder and/or branch circuits.
• Burial of feeder and/or branch circuits shall meet the current adopted National Electrical Code Specifications.
BARRICADES AND CHANNELIZING DEVICES
• All warning devices shall conform to the "Manual of Uniform Traffic Control Devices", and may be of portable nature. Contractor must furnish, install, maintain, and dismantle.
• All devices shall be of reflectorized material.
• Cost for devices shall be incidental to cost of construction.
INVENTORY
• The service unit used by the electrician to make all calls shall keep return trips to the home station for normal repair parts to a minimum.
RECORD DRAWINGS
• Any work performed must be permanently recorded on the existing record drawings for future reference.
GENERAL
• The contractor must have State of New Mexico electrical Contractors License or other license as required for the type of work being performed.
• All electrical construction shall comply with the current adopted National Electrical Code Book.
• The contractor will receive a minimum one-hour service charge for service calls.
• The contractor shall use copper stranded wire only and of THHN quality.
• In regards to utilities the removal and/or relocation of such will be coordinated by the contractor and Utility Company.
• The contractor is responsible for obtaining all necessary permits, cost is reimbursable.
• All materials at the job site shall be cleaned up at the end of each day and the job site left in a neat appearance.
• This may be awarded to a single vendor or may be a multiple source award, based on the best interest of the City.
CONTRACT MANAGER
• This contract will be administered and supervised by the City Manager and/or his/her designee.
REQUIREMENTS
• The individuals/company shall be fully qualified and licensed to provide services requested.
• This shall not be an exclusive contract with the vendor for the service and products specified. The City reserves the right to purchase like service or products from another vendor based upon needs as determined by the City.
• Contractor will not enter into the City administrative decisions.
• Acceptance by the City of a contractor’s proposal in any category does not guarantee a specified quantity of work nor a specified number of hours.
• The City reserves the right to accept or reject any proposal or part of proposal and waive any formalities thereof.
• Proposals will be evaluated on the basis of advantages or disadvantages to the City.
