Summary of Specifications:
The City of Clovis, in coordination with the City of Portales, Curry County, and Roosevelt County is requesting proposals from qualified individuals or agencies to assist in developing a plan for expected growth. All procurement with the OEA grant funds will be in accordance with applicable State and Local laws and regulations, and applicable Federal laws and standards, including compliance with 32 CFR Part 33, “Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments”. These entities have formed the Local Growth Management Organization (referred to as the LGMO from this point forward) Ten (10) copies of the proposal should be submitted no later than August 16 at 10:00 a.m. local time, at the Office of the Purchasing Agent located at 321 Connelly, P.O. Box 760, Clovis, New Mexico 88101. All proposals should be marked in the lower left corner with the name of the firm submitting the proposal, the proposal number, and the date and time of proposal closing. A pre-RFP meeting will be held on July 17, 2007 at 9:00 a.m. in the North Annex of the Clovis Carver Library to answer question concerning this RFP.
