This solicitation is for the qualifications phase of the two-part best value design build selection process for the Horizon Behavioral Health Center (HBHC), solicited by the City of Clovis, in collaboration with the Cities of Portales and Ft. Sumner, as well as the Counties of Curry, De Baca, Quay, Roosevelt, and Union, collectively referred to as the “Community”.
The Community’s selection of the best value design-build procurement method seeks to foster a successful partnership and collaborative process between the Community and the successful Design - Build “Team” or “Firm” (hereafter referred to as “DB Team” or “Offeror”). It is the intent of the Community that this process shall facilitate completion of the Project within the established budget and schedule. In addition, the Community, within this two-part process, shall establish, as reasonably practical, the Project goals and requirements on a performance basis, thus encouraging the DB Team’s creative collaboration in proposing innovative solutions meeting and potentially exceeding these goals and requirements.
The Community intends to fully utilize the $9,500,000 (nine million five hundred thousand dollars) available funds to create the best value for the Horizon Behavioral Health Center that can be achieved. It is not the Community’s desire to minimize the budget amount at the expense of either quality or performance. However; the need to bring a high quality, functional facility on line at the earliest possible moment cannot be overstated.
The Community has purchased property in Clovis, NM, for the design-build of a new behavioral health facility. This city was chosen as the site because it has the highest density population in the region for a facility that will serve a four county area. This facility will provide short-term care for crisis needs not requiring hospitalization, with a goal of de-escalating crisis situations and connecting patients with outpatient services. It will be a resource for first responders and an alternative to hospital emergency rooms and county detention centers in crisis situations. Inpatient beds will be provided, along with administrative support areas, and a crisis triage center. A possible future addition to the initial construction is currently unfunded.
