The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR part 10, Market Research and FAR part 19, Small Business Programs. This is for planning purposes only.
Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response.
1. INTRODUCTION: This is the initial step in the planning process for Data Capture Imaging Services.
The Air Force Operational Test and Evaluation Center, Contracting Division (AFOTEC A7K) at Kirtland Air Force Base seeks sources to digitize paper files to PDF for long-term archiving in a format compliant with International Organization for Standardization standards for archiving and preservation. Sources also need to be able to convert electronic files (.doc, .xls, .ppt) to formats that meet Department of Air Force security policies (.docx, .xlsx, etc). Documents range in classification from unclassified, legacy For Official Use Only (FOUO), Controlled Unclassified Information (CUI), and Secret collateral.
AFOTEC A7K anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) size standard $40.0M.
2. INSTRUCTIONS: All businesses capable of providing Data Capture Imaging Services are invited to respond electronically.
Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 518210, size standard $40.0M. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision.
Statement of Capabilities are limited to one (1) single-space page and should demonstrate capability to provide Digital Document Conversion. The government also seeks industry input on the following: (no page limit for these optional items.)
a. What is the dollar rough order of magnitude (ROM) of this project considering the details provided in paragraph 1 above, and that there’s about 430 linear feet of paper documents and about 100G of digital files? ROMs can be expressed in ranges (e.g. $5,000 to $10,000) or as whole numbers ($15,000)
b. How much time do you estimate is needed to complete the project?
c. Does your company have facility clearance (FCL) to process Secret collateral data?
d. Would you recommend a different NAICS code? If so, why?
e. In general terms, how would you recommend the Government digitize documents marked with Distribution Statement B – US Government Agencies only?
f. What are the factors not provided here that will affect project price or duration?
g. If further market research is conducted or a solicitation is issued, what type of information is needed to formulate a thorough response?
