The purpose of this Request for Proposal is to solicit offers and select an experienced and competent Offeror (Contractor) to provide law enforcement assisted diversion services in San Juan County described herein. The services provided should encompass long-term, intensive case management to individuals with substance use and/or mental health challenges, who have frequent involvement with law enforcement. The goal of programming should be directed to alleviate the strain on law enforcement, courts, and correctional facilities by diverting low-risk offenders away from the traditional criminal justice process and guiding them toward community-based services and resources. The San Juan County LEAD program will foster collaboration between public health, criminal justice and community service providers to improve the response to substance use and mental health issues exhibited by individuals in our community.
