THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Denise Martinez) for receipt by close of business (2 p.m. local Denver time) on December 3, 2024:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;
(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $10 million, and your firm’s aggregate bonding capacity; and
(4) Provide a list of road construction projects of equal or greater value and scope to the NM BR AAO EL VADO Heron & El Vado Road Rehabilitation project in which you performed work utilizing multiphase construction. Experience in rehabilitation and construction of roadways, sidewalks, minor drainage improvements, construction phasing, temporary traffic control, and timely construction completion. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.
The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. Project Details: NM BR AAO EL VADO Heron & El Vado Road Rehabilitation
The proposed project is to rehabilitate the surfacing and improve parking lot operations. This project is being developed with a main schedule (Schedule A) and an option (Option X). Schedule A consists of the work associated with State Park Road 5001 located in El Vado State Park. Option X consists of the work associated with the access roads and parking lots located primarily within Heron Lake State Park.
This project includes full depth reclamation (FDR) of 5.23 total miles of asphalt roadway, which includes 4.61 miles along State Park Road 5001 in the El Vado State Park and 0.62 mile along the Willow Creek Boat Ramp Access Road in the Heron Lake State Park. FDR will be completed for three existing paved parking lots:
· Heron State Park Visitors Center Parking Lot, Heron Lake State Park
· Willow Creek Boat Ramp Parking Lot, Heron Lake State Park
· Ridge Rock Parking Lot and adjacent access road, Heron Lake State Park.
Additionally, an existing gravel parking located within El Vado State Park will be paved.
Curb removal, new sidewalk, signing, pavement markings, and minor drainage improvements, primarily culvert cleaning, will also be part of the project.
PRINCIPAL WORK ITEMS: Approximate quantities of principal work items include:
- 78,000 square yards of Full Depth Reclamation with Cement, 4-inch depth
- 13,000 ton of Asphalt Concrete Pavement
- 75 ton of Prime Coat, Method 1
- 55 ton of Fog Seal
- 33 miles of Pavement Markings, Type B, Solid
- 500 cubic yards of Roadway Excavation
- 2,100 ton of Roadway Aggregate, Method 2
- 60 square yards of Sidewalk, Concrete
- 15 Cleaning Culvert in Place
It is anticipated this project will be advertised in January 2025 and be under construction April 2025 with project completion date of September 2025.
The estimated price range of the project work is between $5,000,000 and $10,000,000.
